The International Agency for Research on Cancer confirms that potassium bromate produced kidney and thyroid tumors in rats, and the four named bans are real: the EU and UK in 1990, Canada in 1994, and China in 2005. US federal regulations do still permit it in bread at up to 75 parts per million of flour weight. What the claim leaves out matters, though. Evidence
On the animal tumor finding. The IARC evaluation is explicit and matches the claim closely. In rats, potassium bromate produced renal tubular tumours (adenomas and carcinomas) and thyroid follicular tumours in animals of each sex and peritoneal mesotheliomas in males. In mice, it produced a low incidence of renal tubular tumours in males. The earlier 1986 evaluation found that potassium bromate was tested for carcinogenicity in one experiment in rats by oral administration in the drinking-water, producing renal-cell adenomas and adenocarcinomas in animals of each sex, peritoneal mesotheliomas in males and thyroid tumours in females . Independent peer-reviewed work reached the same conclusion: KBrO3 induces renal cell tumors, mesotheliomas of the peritoneum, and follicular cell tumors of the thyroid .
On the human classification. This is the key piece of context the viral framing compresses. There is inadequate evidence in humans for the carcinogenicity of potassium bromate. There is sufficient evidence in experimental animals for the carcinogenicity of potassium bromate.
Potassium bromate is possibly carcinogenic to humans (Group 2B). The WHO notes the animal evidence came from high-dose studies in experimental animals and that at this time, there is not sufficient evidence to conclude as to the mode of carcinogenic action for bromate .
On the four named bans. All four check out. Trade reporting gives the specific dates: The EU banned it in 1990, Canada followed in 1994, China in 2005 and India in 2016, with Brazil, Argentina, South Korea and Peru among the other countries to prohibit it since. The UK ban is documented in primary statute. The 1990 Regulations act by removing Potassium bromate both from the list of permitted miscellaneous additives and as a specified permitted miscellaneous additive in relation to the specified foods of "Bread" and "Flour" . Independent confirmation of the UK and Canada dates comes from CSPI: Bromates have been banned in numerous countries, including the United Kingdom in 1990 and Canada in 1994. China's ban is corroborated by earlier reporting noting that in 2007, Chinese authorities pulled a batch of imported snack chips from store shelves because they believed the chips contained potassium bromate, a food additive banned in China .
On the US permission. Confirmed in the federal registry. Under 21 CFR 136.110(c)(14), potassium bromate may be used as a dough conditioner in bread, rolls, and buns at a maximum level of 0.0075 parts per 100 parts flour by weight (75 ppm). A separate regulation, 21 CFR 172.730, covers its use in the malting of barley under conditions whereby the amount of the additive present in the malt from the treatment does not exceed 75 parts per million of bromate . The regulatory history is unusual: the chemical is listed under Title 21 of the Federal Regulations, which established its standards of identity long before the Federal Food, Drug and Cosmetics Act of 1958 took effect , and bromate benefits from 'prior sanction,' meaning the FDA or the US Department of Agriculture previously 'granted explicit approval' of the substance in food .
METHODOLOGY AND CONTEXT
Evidence tier for the tumor claim: Multiple long-term oral rodent carcinogenicity bioassays, reviewed and synthesized by IARC across three working groups (1985, 1987, 1999). This is strong animal evidence. It is not human evidence. No human epidemiological study establishes bromate-induced cancer.
Dose context: The rat tumors were produced by administration in drinking water at doses far above realistic dietary exposure from bread. IARC and WHO both characterize the positive findings as arising from high-dose studies. Notably, IARC also found that experiments in mice and rats fed diets containing bread baked from flour containing potassium bromate were considered to be inadequate to evaluate the carcinogenicity of potassium bromate . In other words, the studies that fed animals actual bromated bread did not themselves demonstrate carcinogenicity.
Residue question (raised in the caption, not the headline): The evidence here is genuinely mixed and dose-dependent. JECFA reported that when the added potassium bromate was 50 mg/kg or less, no residual potassium bromate could be detected; at higher levels of addition, increasing amounts of residual potassium bromate were detected, bulk fermentation giving higher residual levels than mechanical development , and that residual levels of bromate in bread made from flour treated at levels of 75 and 100 mg/kg were 0.14 and 0.22 mg/kg respectively . A Japanese analysis found the residual rate of bromate ions in bread was approximately 30% at the added level of 100 μg/g, but it decreased markedly when the added levels went down. At 40 μg/g no residue was detected. Later Japanese work confirmed that residual potassium bromate does not remain in pullman-type bread at levels higher than the detection limit of 0.5 ppb . Against this, UK testing cited by EWG found that potassium bromate remains detectable after baking, with all six unwrapped breads and seven out of 22 packaged breads tested found to have measurable levels .
FDA's own position: The agency's stated view is that normal control measures can ensure that bromate residues when present in final products are at safe levels. When food manufacturers use potassium bromate properly, it converts to harmless potassium bromide, similar to salt, in the finished food. The agency states it worked with the American Bakers Association to help industry improve baking technology and testing so that the ingredient is used in a way that minimizes residual bromate levels .
US regulatory movement the claim omits: California's Food Safety Act, enacted in 2023, bans the manufacture, sale and distribution in the state of foods containing potassium bromate, as well as propylparaben, Red Dye No. 3 and brominated vegetable oil , with the ban taking effect Jan 1, 2027 . New York has also moved: legislation bans three additives in New York: Red No. 3, propylparaben and potassium bromate .
