Evidence

The event described in the claim occurred essentially as stated. In March 2024, Valisure, an independent quality advocate, filed a citizen petition claiming to have detected elevated levels of benzene in benzoyl peroxide acne treatment products. Valisure's petition included testing results on over-the-counter brands from various retailers as well as prescription acne products.

Valisure, based in New Haven, Connecticut, filed the Citizen Petition on Benzene in Benzoyl Peroxide Drug Products on March 5, 2024.

Its press release stated that testing revealed benzene, a known human carcinogen, can form at high levels in BPO acne treatment products, and that on-market BPO products can form over 800 times the conditionally restricted FDA concentration limit of 2 parts per million.

The mechanism claimed was degradation, not contamination. The petition alleged that benzene formed in these products as a result of the degradation of the original formulation, not as a contaminant or added ingredient.

Valisure CEO David Light stated, "This is a problem of degradation, not contamination."

The requested remedy was substantial. Valisure requested that the FDA recall the products tested, conduct its own investigation and testing of these products and update its guidance on safe benzene levels.

The petition asked FDA "to issue a regulation, revise industry guidance, request a recall and suspend sales of benzoyl peroxide from the US market."

Critical subsequent development (occurred after this post): FDA conducted its own testing and largely did not replicate Valisure's alarming findings. In March 2025, the FDA announced it had tested 95 acne products containing benzoyl peroxide. More than 90% of the products tested had undetectable or extremely low levels of benzene. Six products had elevated levels of benzene, and as a result of this and other testing, the manufacturers of 7 products voluntarily recalled their products.

The recall was at the retail level, meaning retailers were instructed to remove products from shelves and online marketplaces, and the FDA did not instruct consumers to take any specific action.

FDA also characterized the absolute risk as low. The FDA added, "Even with daily use of these products for decades, the risk of a person developing cancer because of exposure to benzene found in these products is very low."
